In a domestic violence case, if the accused accepts a plea bargain does the victim still have to testify?

Situation: Boyfriend uses violence against his girlfriend causing bruises and sprained wrist. Prosecutors are going to charge him with a felony until the defense offers a plea deal: he will plead guilty if charged with a misdemeanor. If the prosecutor accepts this plea deal can the matter be settled out of court? Would the victim still need to testify in order to convict him of the misdemeanor?
