How much to bargain for a used car?

Hello, I’m looking to buy a used jeep wrangler and don’t want to spend a penny over $17,000. How much, or what percentage is usually able to be bargained off the sale price? If I want to spend 17K should I search for cars priced at 19K? 18K? Thanks

      The price as the price as the seller also has selling fees to find good deal but dont expect too much.
