How does someone get Restitution of there is a Plea Bargain over charges of Fraud?

If someone is charged with, say, 4 Counts of Fraud, then there are 4 Victims involved for each case of fraud. Each charge would represent each person scammed. BUT, if there is a Plea Bargain and 2 Charges are dropped in exchange for guilty pleas on the remaining 2 charges, then do how the Victims of the Charges tgot dropped suppose to get Restitution/Compensation??
