Can a district attorney in CA accept a plea bargain from an accused pedophile without consulting the parent?

The pedophile had felony charges regarding an eight year old and child pornography on his computer. They plea bargained it down without notifying the victims and he didn’t have to register as an offender. They video taped the child’s testimony and it was strong. Can the district attorney ethically do this?
