Any suggestions for negotiating a plea bargain on a moving violation?

I was charged with a moving violation (running a stop sign) and am more concerned with the points and corresponding insurance rates than I am with the actual fine. Anyone know if Pennsylvania prosecutors ever reduce this kind of charge to a non-moving violation if you offer to pay a higher fine? Any and all other suggestions are welcome.
