Where can you go to bargain for diamonds (engagement ring)?

I know this might sound like a stupid question, but where can you go to bargain for diamonds?

I know you can bargain in the Downtown Jewelry District, but can you bargain at Costco, Sam’s Club, or at Robins Brothers?
