Are we supposed to try and bargain for a used car at a dealership?

I know with new cars, you always want to cut a deal because the dealerships sell it at MSRP. But what if I want to buy a used car? Does it still work or make sense to bargain? And what the heck am I supposed to say anyway?
OKAY, the answer is YES, but how do I do it? I might sound stupid asking that, but I once had a magazine that told exactly what to see and what to start out asking, but I can’t find that magazine and am going to you guys, so thanks if you can help out with that!
